DAAN-DAANG bilyong piso umano ng pork barrel ang nakasiksik pa rin sa 2026 General Appropriations Bill (GAB) na inaprubahan ng Mababang Kapulungan ng Kongreso, ayon sa Makabayan bloc.

Dahil dito, bumoto ng “no” sa House Bill 4058 o 2026 General Appropriations Bill ang tatlong kongresista mula sa grupo — sina Act Teachers Rep. Antonio Tinio, Kabataan Rep. Renee Co, at Gabriela Rep. Sarah Elago.

“This is not reform. This is the consolidation of a corrupt system that enriches the political elite while millions of Filipinos lack classrooms, hospitals, decent housing, and basic infrastructure,” pahayag ng grupo. “This budget prioritizes the political survival of those in power over the genuine needs of the people.”

Ayon sa Makabayan bloc, tinatayang ₱695.8 bilyon ang kabuuang halaga ng pork barrel sa 2026 national budget — kung saan ₱281.07 bilyon umano ang presidential pork, o pondong direktang kontrolado ni Pangulong Ferdinand “Bongbong” Marcos Jr.

Kasama rito ang ₱243.2B Unprogrammed Funds, ₱4.4B confidential funds, ₱6.5B intelligence funds, ₱9B Financial Assistance to LGUs, ₱8B barangay development program, ₱1B Growth Equity Fund, ₱1B Green, Green, Green program, ₱1B participatory budgeting fund, ₱226M ELAC fund ng PNP, at ₱119.8M ELCIP fund ng AFP.

Dagdag pa, may mga pondo rin sa ilalim ng PAMANA program tulad ng ₱900M sa DSWD, ₱58M sa NCIP, ₱127.5M sa PhilHealth, at ₱5.2B sa OPAPRU.

Samantala, tinukoy ng Makabayan bloc na nasa ₱414.7 bilyon naman ang pork barrel ng mga mambabatas, kabilang ang ₱32.6B para sa farm-to-market roads, ₱35B sa basic education facilities, ₱20.2B sa health facilities, ₱9.6B sa irrigation systems, ₱3.6B sa locally-funded programs, at ₱174.6B sa mga proyekto ng Department of Public Works and Highways (DPWH) district offices.

“The Marcos administration’s anti-corruption rhetoric is exposed as hollow posturing when confronted with the reality of ₱696 billion in presidential and congressional pork barrel allocations,” giit ng grupo.

Kahapon, nagsagawa rin ng protesta sa Kamara ang mga tagasuporta ng Makabayan bloc bilang pagkondena sa pagpasa ng pambansang badyet na anila’y puno pa rin ng pork barrel at katiwalian.
